Tate was a flash in the pan who had unbelievable speed and running instincts that surprised a handful of teams in his breakout year.

After that you combine injuries + loss of that top gear speed (even healthy, he's never been as fast as he was then) + him trying to become something he isn't (a real QB, pocket passer type) and you get what you see with Tate now.

In 2018 Tate went to the Manning family camp to learn how to be more desirable in the NFL by becoming a pocket passer and faked some injuries so he wouldn't have to run. In 2019 he has definitely lost a step like PoM said, and now instead of taking off, he just ducks trying to get away from sacks. How many sacks has Tate taken this season? Sacks also include running out of bounds losing yards instead of throwing the ball away too.
