Does Black Lodge get to pick 4 ' after the scheduled time for 2 games in a row with no penalty? Do we merely have to pick before actual tip off? Getting to see the starting lineup is an edge when the team is in flux like AZ.The announcers may also say something important like someone being hurt in practice. Obviously, he doesn't affect me, but I don't think it is fair to others unless he is playing by the book. If he is, I apologize. I'm too old and feeble to read the rules.

Yes. Just has to be prior to the tip.

It’s not like picking that late has shown any advantage beyond maybe knowing not to pick Rawle. TBL is currently in 21st place and has picked too late already once this season.
