There is an intersection in what happened and what it looks like what happened. And maybe that's not just a coincidence.
What I think happened: Robbins wanted Lloyd all along, waited for him to be done with the tourney, fired Miller, hired Lloyd. Then realized it's a State position and he has to interview people. Interviewed people he had no intention of hiring.
What it looks like what happened: the university offered two white guys, Musselman and then Lloyd, and pretended to interview the black candidates and Pastner, and hoped to make the narrative about Alumni instead of Race by including Pastner.
Whether it's cronyism or racism or just one guy deciding he's the decider and the rules are for other people, it doesn't matter. Arguably it's all three.
Even if it's not over racism, why is it when they already got their guy in mind that's usually a white guy? Maybe it's not racism in this instance, but add up all of these and you get a statistics that looks a lot like institutional racism.
It's an issue of "I didn't hire him because he's white, I hired him because he's my friend, but all my friends are white, so if I hire my friends they're going to be white." Maybe that's not racism in intent, but it has almost the same effect.
I don't think Robbins dismissed Simon and Terry and Stoudamire because he's racist, I think he did it because he's an narcissist asshole who thinks he's king of Arizona, but it's arguably the same effect even if it's a different motivation. That's why they have rules about how coaching searches happen at state universities.

Arizona has always been the benchmark for Gonzaga, the gold standard of the West Coast through Gonzaga's eyes.
what Lloyd helped build at Gonzaga was created on the blueprint Arizona had already written.
Lloyd knows the potential at Arizona is considerably more than at Gonzaga, and if he follows the same blueprint in Tucson that he put in motion 20years ago in Spokane, the returns at Arizona will be double in half the time.
