Your point about fan bases is spot on.
Look at Nebraska and Mike Riley.

He's gone. With the VT opening (and potential WVU opening) there's no way that he's going to stay. His stock is fairly high right now and who knows when the next opening for either of these schools will be. Rich Rod is doing NOTHING to put out these flames.
The best thing, I believe, at this point for the this season and the future would be for Rich Rod to either announce he's going (and name an interim coach for the rest of the season) or for him to announce he's staying.

RR turned down Alabama. He went to Michigan and was fired within 3 years. In the same timespan at Arizona he is playing for the Pac 12 championship against a top 5 team he has beaten two times in a row.
