In the bathroom of our coworking office there is a table set up right outside the toilet stalls that has tissues and hand lotion on it.

The question you should be asking is "Why wouldn't it?"
Let me be clear, there are other items on the sinks (tissues, mouthwash, q-tips, lint roller, etc.) but the lotion and tissues are by themselves on a separate table in front of the stalls.
I did not have “Corporate Masturbation Encouragement” on my bingo card.
